Reported Israeli aid distribution plan in Gaza is inhumane, aims to engineer starvation by Euromed Human Rights Monitor

According to Israeli reports, Israel, in coordination with the United States, is working to establish a new mechanism for delivering humanitarian aid to the Gaza Strip through an “international fund” supported by donor countries and institutions. Under this mechanism, the Israeli army will construct aid distribution complexes in certain parts of the Strip. Palestinian families will be permitted to access these complexes once a week to receive a single aid package per family, intended to last seven days. A private American company will manage logistics and provide security within and around the complexes, while the Israeli army will secure the surrounding areas.

While Israel claims the new mechanism is meant to prevent aid from reaching Hamas or being used to support its activities, it in fact reinforces a system of total control over the enclave’s civilian population, turning food, medicine, and water into tools of collective extortion managed by a military-security, rather than a humanitarian-legal, framework.

… Reported details of the new mechanism reveal that it would rely on establishing aid distribution facilities in specific locations—far from densely populated areas and close to Israeli military positions—posing a grave risk to civilians, given that aid would be used as a tool for forced population transfer under a humanitarian guise. Starving families, subjected to a systematic Israeli starvation policy since October 2023, will likely be compelled to relocate near these sites to survive, enabling Israel to depopulate large residential areas and impose a new demographic reality that prevents people’s return.

… Israel’s direct or indirect management of this mechanism could also serve undisclosed purposes, including the collection of updated data on the civilian population—their locations, movements, and displacement patterns—which could then be used to track, monitor, target, and blackmail them. Israel has been illegally collecting data on Palestinian civilians for decades.

Gaza: Famine reaches catastrophic levels as sharp rise in death rates documented by Euromed Human Rights Monitor

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

Palestinian Territory – A sharp rise in adult death rates was documented among residents of the Gaza Strip, alongside alarming levels of child mortality, during the longest continuous total siege imposed by Israel since the beginning of its genocide campaign.

The escalating famine in Gaza reached catastrophic proportions amid the ongoing, illegal total blockade imposed by Israel for 62 consecutive days, preventing the entry of humanitarian aid, medicines, and basic supplies.

Dozens of deaths have been reported from malnutrition or lack of medical care. The latest is a four-month-old infant, Jenan Saleh al-Skafi, who died of severe malnutrition at Al-Rantisi Hospital in western Gaza City – amid what is called the worst campaign of systematic starvation in modern history.

The consequences of this policy are not confined to the present; they undermine the future of Palestinians as a national community by producing an entire generation threatened by long-term physical, psychological, and cognitive impairments, stemming from chronic malnutrition, the collapse of healthcare, and ongoing collective trauma.

These outcomes are not incidental. They reflect a deliberate policy aimed at disrupting the natural development of individuals and society, and dismantling the biological and social foundations of the Palestinian community. This reveals a clear intent to destroy – one of the defining hallmarks of the crime of genocide under international law, especially when executed through slow, cumulative tools such as siege and systematic, sustained starvation.

Israeli targeting of Al-Ahli Arab Hospital is a deliberate assault on life and Gaza’s last refuge by Euromed Human Rights Monitor

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

Palestinian Territory – The Israeli forces’ deliberate destruction of Gaza City’s Al-Ahli Arab Hospital reflects a broader intent to systematically dismantle essential aspects of life in the Gaza Strip. This attack is part of a clear strategy to erode all means of survival by disregarding international legal protections for civilians in order to deliberately deprive them of basic living conditions and strike vital infrastructure; it demonstrates a calculated Israeli policy designed to induce a slow collapse and push the people in the Strip towards a total breakdown.

Euro-Med Monitor emphasises that this escalation marks a dangerous phase in a systematic strategy meant to eliminate Palestinian civilians in the besieged enclave. The targeting of Al-Ahli Arab Hospital is the targeting of Gaza City’s last refuge for the sick and wounded, who should always be protected, and of medical personnel working under catastrophic conditions to save lives. Bombing a hospital sheltering critically ill patients is a direct violation of the right to life and, in a broader context, is part of Israel’s ongoing genocide against the Palestinian people in the Gaza Strip.

Al-Shuja’iyya massacre reflects Israel’s deliberate erasure of Palestinian existence in Gaza (Euromed Human Rights Monitor, April 2025)

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

Palestinain Territory – The horrific massacre carried out by Israeli forces in the Al-Shuja’iyya neighbourhood, east of Gaza City, marks a clear escalation in the ongoing genocide and a blatant denial of the Palestinian people’s right to life in the Gaza Strip. The attack represents an explicit and deliberate attempt to completely erase the Palestinian presence in Gaza.

… Israel’s method of killing reflects a clear and deliberate policy to eradicate Palestinian civilians throughout the Gaza Strip. It spreads fear, deprives people of shelter and even momentary stability, forces repeated displacement, and imposes deadly living conditions.

Israel’s justifications for Jabalia UNRWA centre attack are baseless, reflect disregard for int’l law by Euromed Human Rights Monitor

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

Palestinian Territory – The Israeli military’s bombing of an UNRWA health centre in the northern Gaza Strip’s Jabalia refugee camp is a fully-fledged act of mass killing. The attack is one of many that constitute a deliberate pattern of massacres committed by Israeli forces against Palestinian civilians as part of an ongoing genocide, lasting nearly 18 months now.

… All states, both individually and collectively, must fulfil their legal responsibilities by taking immediate action to halt the crime of genocide in the Gaza Strip in all its forms; adopt all necessary measures to protect Palestinian civilians; ensure Israel’s compliance with international law and the rulings of the International Court of Justice; and guarantee that Israeli officials are held accountable for their crimes. The arrest warrants issued by the International Criminal Court against the Israeli Prime Minister and Minister of Defence must be implemented, and these individuals must be transferred to international justice.

Furthermore, the international community must impose economic, diplomatic, and military sanctions on Israel for its systematic and egregious violations of international law. These measures should include a ban on the import and export of weapons to and from Israel; the cessation of all forms of political, financial, and military support; and the freezing of assets belonging to individuals responsible for crimes against Palestinians. It is also important to impose travel bans and suspend bilateral trade agreements and privileges that allow Israel to benefit economically while continuing to commit international crimes.

Finally, all relevant states and entities must hold accountable those states complicit in or facilitating Israel’s crimes, particularly the United States, as well as other governments providing any form of assistance or cooperation—military, intelligence, political, legal, financial, or media-related—that contributes to the continuation of such violations.

According to field evidence, Israeli forces killed eight Palestinian Red Crescent paramedics, five Civil Defence personnel, and one UNRWA employee; all were on duty at the time of their targeting. The crime has been referred to as “the largest mass execution of humanitarian workers in the history of modern warfare”.Following the total destruction of the workers’vehicles, the majority of their bodies were subsequently interred in a deep pit that was then filled with sand. This horrifying scene serves as further evidence of Israel’s ongoing genocide in the Gaza Strip, and is a major crime that is a serious breach of international humanitarian law.

The crime is just one of a string of intentional assaults that have been directed at humanitarian and medical workers since 7 October 2023. Since then, Israel has killed over 1,400 medical personnel, 27 Red Crescent paramedics, and 111 Civil Defence personnel as part of a systematic campaign to destroy the Gaza Strip’s health and relief infrastructure to kill Palestinians, while simultaneously aiming to destroy their means of subsistence as well.

In its latest ethnic cleansing efforts, Israel forcibly uproots thousands of Palestinians in the West Bank by Euro Med Human Rights Monitor

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

Palestinian Territory – Tens of thousands of Palestinians have been forcibly displaced by Israeli occupation forces during the latest military campaign against Palestinians in the northern West Bank. The goal of the offensive, which is occurring in Palestinian cities, villages, and refugee camps, is to drive the Palestinians from their homes and establish new realities that defy international law.

… In addition to forced displacement, the Israeli military’s current genocidal strategy in the West Bank has involved widespread destruction. This destruction has included the bombing and burning of residential buildings and infrastructure, the cutting off of water, electricity, and communications supplies, and a killing policy that has resulted in the deaths of 30 Palestinians—including four children—and the injury of almost 300 others over the course of 19 days.

“Grave for the Living”: The health status of Palestinian prisoners recently released from Israeli jails indicates their systematic malnutrition and torture by Euromed Monitor

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

The day before their scheduled release, Israeli forces seized them and forced them to shave their hair, according to former prisoner “Haitham Jaber” from the town of Haris in the Salfit district. When he refused to shave his hair, the prison administration took him by force and shaved his hair all the way. “Jaber” went on to say: “The inmates endure extremely harsh living conditions, and the most extreme forms of torture, abuse, and degrading treatment were performed against us until the very end.”

The detainees were humiliated by being made to stand in a single queue and occasionally asked to walk on all fours, he said, demonstrating how the prison guards treated them like ‘animals’. Additionally, they were denied basic rights like access to water, as each room was only given one bottle of water per day, and the restrooms were completely devoid of water, making it impossible for them to relieve themselves.

…The crimes committed by the Israeli occupation army and other Israeli security forces against Palestinian prisoners and detainees from the Gaza Strip are considered crimes against humanity and full-fledged war crimes. They also constitute acts of genocide against the Palestinian people in the Strip because they are carried out in a systematic and brutal manner with the intention of eradicating the Palestinian people as a group, including through rape, torture, and other forms of sexual violence.

Dr. Hussam Abu Safiya’s life in danger due to torture: Immediate international intervention needed for his release by Euromed Monitor

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

  1. According to testimonies gathered by Euro-Med Monitor, the Israeli army subsequently transferred Dr. Abu Safiya to a field interrogation site in the Al-Fakhura area of Jabalia Refugee Camp. There, he was forced to strip off his clothes and was subjected to severe beatings, including being whipped with a thick wire commonly used for street electrical wiring. Soldiers deliberately humiliated him in front of other detainees, including fellow medical staff. He was later taken to an undisclosed location before being transferred to the Sde Teyman military camp under Israeli army control.

… The detention of Dr. Abu Safiya must be understood within the context of Israel’s ongoing genocide in Gaza, which has persisted for nearly 15 months. His arrest, torture, and potential execution form part of a broader strategy aimed at destroying the Palestinian people in Gaza—both physically and psychologically—and breaking their will.

  1. The units of Israeli infantry and armoured forces stormed Kamal Adwan Hospital and its vicinity on Friday, following weeks of siege, artillery and air bombardment, and targeted attacks on medical and technical staff working in the hospital. The attacks also disabled the hospital’s operational capacities by targeting power generators and oxygen production equipment.
  2. According to testimonies collected by Euro-Med Monitor’s field team, Israeli forces committed a series of horrific crimes during their assault on the hospital. These included detonating booby-trapped robots near several inhabited homes, causing their collapse and killing civilians inside. The crimes also involved Israeli soldiers executing civilians on the spot, some of whom were wounded, while others carried white flags.
  3. The Israeli army detained dozens of women and girls, subjecting them to severe abuse amounting to sexual harassment, alongside degrading treatment that violated their human dignity. This included beating them and forcing them to remove their hijabs and clothing.
