This compendium presents the analysis and recommendations of the Special Rapporteur on the right of everyone to the enjoyment of the highest attainable standard of physical and mental health, Dr. Tlaleng Mofokeng, on the concept of reproductive genocide, a subtext of “medicide” as a public health crisis. Medicide, defined as the deliberate and systematic targeting of hospitals, medical workers and patients — and reproductive harm, violence, genocide, understood as the policies, practices and conditions that destroy the reproductive health and lifegiving capacities of communities subjected to military violence and occupation. Drawing on her annual thematic reports, consultations with rights holders, legal analysis, academic research, and the latest resolution adopted at the sixty-second HRC session (62/18), which for the first time expressly recognises reproductive violence, the Special Rapporteur examines the gendered dimensions of conflict and genocide with particular reference to Gaza and Sudan through a right-to-health framework. She calls for an immediate, unconditional ceasefire; the protection of health facilities and workers; accountability and reparations for reproductive harm, violence and genocide; and the establishment of an independent international medical body empowered to prevent genocide.
