The baby formula crisis comes amid a cluster of interconnected shortages that have hit Gaza over the past several weeks, with Israel continuing to enforce heavy restrictions on the entry of humanitarian aid and essential supplies into the Strip since launching its war with Iran alongside the U.S. The shortages have stoked fears among Gazans of a return to the same famine conditions that devastated the Strip last year.

Bakeries have warned of a 50% drop in bread production after residents in displacement camps in the Mawasi area of Khan Younis protested last week over cuts to water deliveries by international organizations. The blockade takes place alongside Israel’s daily bombardment and killing of Palestinians across the Strip, most recently leading to the killing of Al Jazeera journalist, Muhammad Wishah, on Wednesday.

… Inside hospitals, doctors are seeing a surge in infant malnutrition cases, which they attribute directly to the formula shortage. Dr. Ahmad al-Farra, head of the pediatrics department at Nasser Hospital, warned that medical supplies for treating children are either critically low or already depleted. “There is a severe shortage of infant formula and the necessary supplies to treat children suffering from malnutrition,” he told Mondoweiss.

US Claims Gaza Aid Surge, Palestinians and Humanitarian Organizations Confirm ‘Engineered Starvation’ by Quds News Network

Gaza’s Government Media Office said on Thursday since the start of the ceasefire, only 28 percent of the agreed-upon number of aid trucks have been allowed to enter, totalling 4,453 vehicles, far below the promised 15,600, amounting to 171 trucks per day.

“These limited quantities fall far below the minimum humanitarian threshold,” the Office said, calling for the immediate entry of at least 600 trucks daily to provide essential supplies such as food, medicine, fuel, and cooking gas. The Office also accused Israel of “engineered starvation,” saying Israel has banned more than 350 basic food items, including eggs, meat, cheese, vegetables, and nutritional supplements, while permitting low-value products such as soft drinks, chocolate, and crisps sold at inflated prices. “This proves that the occupation is deliberately implementing a policy of food manipulation as a weapon against civilians,” the Office said.

Top UN official in Gaza accused of “serving Israeli interests” by Riley Sparks and Jacob Goldberg

Suzanna Tkalec was appointed in early 2025 as the UN’s Deputy Humanitarian Coordinator for the Occupied Palestinian Territory – the UN’s most senior Gaza-based role, which involves negotiating access with Israeli authorities on behalf of UN agencies and the wider humanitarian community.

Eleven aid workers currently or recently involved in the Gaza response – five of them in senior roles – spoke to The New Humanitarian about Tkalec. They had similar concerns: She has allowed Israeli authorities to manipulate the aid response; failed to push back against growing restrictions; uncritically repeated Israeli talking points; and offended Palestinian colleagues and community members, including by blaming them for aid shortages.

… News of the agreement prompted some aid workers to send complaints to Tom Fletcher, the UN’s top humanitarian official, according to the UN official who spoke to The New Humanitarian.

“The more I think of it, the more sick it is,” the official said. “I am appalled that she has not been removed.”

A spokesperson for the UN’s emergency aid coordination body, OCHA, which is led by Fletcher, declined to comment on personnel issues, citing security considerations. “We stand behind our team on the ground as they work in extraordinarily difficult conditions,” the spokesperson said.

All the while, the relentless aerial assault and ground attacks persist.

Targeted aid killings: How Israel starved a population and sowed chaos in northern Gaza by Riley Sparks, Hajar Harb, Omar Nabil Abdel Hamid, and Eric Reidy

  2. Earlier this year, as northern Gaza hurtled towards famine under Israeli bombardment and siege, UN agencies undertook an emergency effort to try to deliver food aid safely to hundreds of thousands of people on the brink of starvation.
  4. To secure deliveries, the agencies – including the World Food Programme (WFP) and the UN’s aid coordination body, OCHA – turned to the local Palestinian community, which formed emergency committees composed of members of prominent families and tribes, and other volunteers.
  6. For a few days in mid-March, the system worked. UN convoys brought significant amounts of food aid into parts of northern Gaza that had been cut off since near the start of the war, without the looting or Israeli attacks and interference that had been impeding humanitarian relief efforts for months. 
  8. But then – less than 48 hours after the first successful delivery – an Israeli airstrike on 18 March hit a warehouse used to store aid for the initiative, killing two people working there. Over the next two weeks, in what appears to be a series of targeted strikes on individuals and key distribution points, the Israeli military went on to kill more than 100 Palestinians – those involved in the effort and, in many cases, family members and civilians who just happened to be nearby. 
  10. These repeated attacks forced the committees to back out, effectively crippling the plan, which came during a critical period in northern Gaza when children were dying of malnutrition and dehydration on an almost daily basis.

… “Politicising aid is not new, but planning to use aid in the way the Israelis used it in Gaza, and eventually eliminating people – killing them – for organising a successful operation of receiving and distributing aid is something new,” said former UN official Ali Al-Za’tari, who also examined the findings prior to publication. 

“This is unheard of,” repeated Al-Za’tari, who served as UN humanitarian coordinator in Syria between 2016 and 2018 and in other top UN aid roles in Libya, Sudan, and elsewhere during a four-decade career. “I mean, I have not seen anything like this.”

Famine imminent in northern Gaza, new report warns (World Food Program, March 2024)

  • Famine is imminent in the northern part of the Gaza Strip and the entire population of Gaza is facing crisis levels of food insecurity or worse, according to the new Integrated Food Security Phase Classification (IPC) report released today.

Overall, the new report shows that 1.1 million people in Gaza – half of the population – have completely exhausted their food supplies and coping capacities and are struggling with catastrophic hunger (IPC Phase 5) and starvation. This is the highest number of people ever recorded as facing catastrophic hunger by the IPC system, and double the number in IPC Phase 5 just three months ago.

“People in Gaza are starving to death right now. The speed at which this man-made hunger and malnutrition crisis has ripped through Gaza is terrifying,” said WFP Executive Director Cindy McCain. “There is a very small window left to prevent an outright famine and to do that we need immediate and full access to the north. If we wait until famine has been declared, it’s too late. Thousands more will be dead.”
