  • Deliberate actions such as blocking and restricting humanitarian aid appear to be calculated to bring about the physical destruction of Palestinian children, and we refer in this regard to the interim ruling of the International Court of Justice (ICJ) on 26 January 2024, which found some rights claims by South Africa under the Genocide Convention to be “plausible”. 
  • We draw attention to the ICJ’s order to Israel to “take all measures within its power to prevent the commission of all acts within the scope of article II of the Convention”, including killing members of the group; to “prevent and punish the direct and public incitement to commit genocide”; and to “enable the provision of… humanitarian assistance”.

Famine imminent in northern Gaza, new report warns (World Food Program, March 2024)

  • Famine is imminent in the northern part of the Gaza Strip and the entire population of Gaza is facing crisis levels of food insecurity or worse, according to the new Integrated Food Security Phase Classification (IPC) report released today.

Overall, the new report shows that 1.1 million people in Gaza – half of the population – have completely exhausted their food supplies and coping capacities and are struggling with catastrophic hunger (IPC Phase 5) and starvation. This is the highest number of people ever recorded as facing catastrophic hunger by the IPC system, and double the number in IPC Phase 5 just three months ago.

“People in Gaza are starving to death right now. The speed at which this man-made hunger and malnutrition crisis has ripped through Gaza is terrifying,” said WFP Executive Director Cindy McCain. “There is a very small window left to prevent an outright famine and to do that we need immediate and full access to the north. If we wait until famine has been declared, it’s too late. Thousands more will be dead.”

  • Israel has routinely targeted the civilian police officers tasked with securing aid convoys and the administration of the Kerem Shalom crossing, making chaos the master of the situation when aid arrives and further undermining the distribution of such aid.
  • The Israeli army regularly targets Gaza City residents attempting to receive humanitarian supplies, either by gunfire or artillery shelling, stated Euro-Med Monitor. This violence has resulted in hundreds of deaths and injuries, as well as in the intimidation of those residents who are struggling to find food.
  • … The Israeli collective punishments on the Gaza Strip, according to Euro-Med Monitor, are clearly directed towards starving the entire population and putting them at risk of death. Israel also uses starvation as a tactic of war, which is illegal under international law, and as a means of carrying out the crime of genocide against the Strip’s residents that has been ongoing for five months now.

Gaza: Time Running Out with Reports Emerging of Children Dying Due to a Lack of Food by Save The Children

  • UNITED NATIONS, 27 February 2024 – Time is running out for children in Gaza as reports emerge that they are starting to die because of malnutrition[i]while Israel continues to impose restrictions preventing the safe delivery of aid, Save the Children said today.  
  • With the collapse in communication as well as aid –  particularly in northern areas of Gaza where civilians are at highest risk of starvation –  the stories reported are likely the tip of the iceberg.  
  • Ahead of the UN Security Council convening a session on food insecurity in Gaza today, Save the Children reiterated calls for an immediate, definitive ceasefire and the ramping up of safe, unfettered aid access, with the lives of 1.1 million more children hanging by a thread. Already, more than 12,500 children have been killed in nearly five months of war, according to Gaza’s Ministry of Health. 
  • Since the International Court of Justice (ICJ) ordered Israel nearly five weeks ago to “take immediate and effective measures to enable the provision of urgently needed basic services and humanitarian aid” as part of its provisional measures to protect Palestinians in Gaza from the risk of genocide, the number of aid trucks entering the Strip has dropped by more than a third, according to UN data.  
  • Frequent border closures, ongoing Israeli air strikes, continued fighting, insecurity, and demonstrators blocking aid trucks from entering Gaza are impeding aid efforts, including food delivery. In some cases, trucks with food supplies are waiting at the border so long that vegetables are rotten once they arrive in Gaza.
