The Palestinian Centre for Human Rights (PCHR) condemns the ongoing targeting of civilians and civilian objects by the Israeli Occupation Forces (IOF) in the Gaza Strip. Over the past four days, several Palestinians, including children, have been killed and injured in a wave of attacks targeting civilian gatherings, displacement tents, homes, and civilian property. PCHR emphasizes that these ongoing attacks, coupled with Israeli threats to expand the scope of bombardment and the issuance of new evacuation orders, are placing civilians at increasing risk and further exacerbating the catastrophic conditions resulting from the ongoing genocide in the Gaza Strip for nearly three years.

Four Palestinians Killed in Joint Attack by Israeli Occupation Forces and Settlers in Nablus on Palestinian Centre for Human Rights

Ibrahim Hussein’ Ali Ramadan (31), who was shot in the head; his brother, Jawad Hussein ‘Ali Ramadan (26), who was shot in the chest; Farouq ‘Adnan ‘Ali Ramadan (41), who sustained wounds to the chest, abdomen, and thigh; and ‘Imran Ahmed ‘Ali Ramadan (33), who was shot in the head.

… IOF also imposed a military curfew on Tal village, closed all entrances to Nablus, and declared the area a closed military zone.

… The settlers carried out two major attacks on the villages of Jeet and Far’ata, east of Qalqiliya and southwest of Nablus, adjacent to Tal village. During the attacks, they set fire to a house and vehicles parked in front of it as well as in the vicinity of Ramallah. These attacks resulted in the injury of five Palestinians, including two who sustained serious injuries.

At the time of preparing this press release, IOF and Israeli settlers continue to carry out widespread attacks and acts of collective punishment against Palestinian civilians and their property in these areas.

The Israeli Prime Minister’s Office stated in a press release that Israeli Prime Minister Benjamin Netanyahu and Defense Minister Israel Katz instructed the military to take “punitive” measures following the Tal village incident. 

… For his part, National Security Minister Itamar Ben-Gvir called for issuing orders to the IOF that “for every Jew killed, the enemy must bear the loss of land and homes.” Ben-Gvir has repeatedly participated in incursions into Al-Aqsa Mosque in Jerusalem, while promoting incitement for settler attacks and working to provide them with protection.

These developments come amid an ongoing pattern of escalating attacks and crimes carried out by the IOF and Israeli settler militias across the occupied West Bank.

Israel Continues to Use Thirst as Weapon against Gaza’s Population and Deny Them Access to Safe Water by Palestinian Centre for Human Rights

Since the onset of the Israeli military offensive on 7 October 2023, the water system in the Gaza Strip has been subjected to widespread and systematic destruction, affecting 89% of its core infrastructure. Bombardment and bulldozing have destroyed more than 330 kilometers of water distribution networks, while military attacks have forced 71% of municipal desalination plants out of service—a figure that rises to 100% in North Gaza and Gaza City. In addition, 69% of water production wells have been destroyed or damaged, with the level of damage reaching as high as 88% in some areas. Around 66% of water tanks have also been damaged. As a result, the operational capacity of the water sector has been severely undermined throughout the Gaza Strip. This destruction has left 91% of the Gaza Strip’s population without water security since the outbreak of the war. Approximately 65% of the population has been forced to survive on less than six liters of water per person per day—a quantity that falls far below the minimum required to meet basic survival needs.

Israel’s Assassination of Al-Wheidi Proves That Even Those Who Create Moments of Joy in Gaza Are Targets of Genocide by Palestinian Centre for Human Rights

PCHR views with the utmost concern the IOF’s targeting of a civilian vehicle carrying Mohammed al-Wheidi, Director of Public Relations at the Egyptian Committee in the Gaza Strip, killing him and other civilians. The attack occurred while the Egypt–Argentina match was underway during the World Cup, as al-Wheidi was supervising preparations for a public screening of the match. This raises serious concerns that the IOF’s targeting extends beyond the killing of Palestinians to the deliberate destruction of even the limited spaces and moments of normal life and collective joy available to Gaza’s besieged population. By targeting individuals and initiatives that provide these rare opportunities, Israel appears to be pursuing a policy aimed at destroying the remaining manifestations of civilian life and keeping the population in a constant state of fear and deprivation.

Taken together, these developments demonstrate the IOF’s continued implementation of systematic policies aimed at destroying the conditions necessary for life in the Gaza Strip. Through widespread killings, largescale destruction, and repeated forced displacement, the IOF continue to deliberately inflict conditions of life calculated to make the territory uninhabitable, thereby reinforcing the material elements of the crime of genocide. They further demonstrate that the crimes being committed are not limited to targeting individuals but are directed against the continued existence of the Palestinian population in the Gaza Strip as a whole.

Palestinian Centre for Human Rights (PCHR) today issues a new report “Absence of Justice and Suspension of Rights: Women’s Reality amid the Collapse of the Sharia Judicial System during the Genocidal War.” The report documents the near-total collapse of the Sharia judicial system in the Gaza Strip as a direct result of the ongoing genocidal war and examines the grave consequences this collapse has had on women’s rights, particularly in personal status matters, including separation, alimony, and child custody.

The report emphasizes that Israel’s violations extend beyond direct military attacks to include the deliberate dismantling of Palestinian society’s institutional infrastructure, notably the effective suspension of the Sharia judicial system, thereby creating a profound legal vacuum that undermines the protection of rights and the ability to resolve disputes through organized and lawful judicial mechanisms.

After the Rape: The challenges of monitoring sexual violence in Gaza by Majd Jawad

Palestinian women in Gaza have faced widespread sexual violence during the Israeli genocide. Despite mountains of evidence, human rights groups face difficulties pursuing justice, as women live in fear of social stigma and reprisal from Israel.

… “What is required is not just documenting violations, but establishing a neutral international mechanism to investigate the use of sexual violence as a weapon of war,” Abdel Ghafour insists. “What is happening to women in detention is part of a widespread and systematic attack, not individual transgressions by soldiers.”

In a joint urgent appeal to UN Special Procedures and the Working Group on Arbitrary Detention, Al-Haq – Law in the Service of Man, Addameer Prisoner Support and Human Rights Association, Al Mezan Center for Human Rights (Al Mezan), and the Palestinian Centre for Human Rights (PCHR) warn that Israel’s draft Penal Bill (Amendment No. 159) (Death Penalty for Terrorists) 2025 would formalise the systematic, state-sanctioned killing of Palestinian detainees and further entrench Israel’s settler-colonial apartheid regime while advancing its genocidal violence against the Palestinian people.

PCHR Documents Testimonies of Systematic Rape and Sexual Torture in Israeli Detention against Released Palestinian Detainees by Palestinian Centre for Human Rights

In recent weeks, PCHR staff collected new testimonies from a number of Palestinian detainees from the Gaza Strip who were recently released from Israeli prisons and detention camps. These accounts reveal an organized and systematic practice of sexual torture, including rape, forced stripping, forced filming, sexual assault using objects and dogs, in addition to deliberate psychological humiliation aimed at crushing human dignity and erasing individual identity entirely. PCHR affirms that the testimonies do not reflect isolated incidents but constitute a systematic policy practiced in the context of the ongoing crime of genocide against more than two million Palestinians in the Gaza Strip, including thousands of detainees held in prisons and military camps closed to international monitoring bodies, including the International Committee of the Red Cross.

On the International Day of the Victims of Enforced Disappearances: Israel’s Policy of Enforced Disappearance as a Pillar of Genocide in Gaza by Palestinian Centre for Human Rights

There is no exact number of missing Palestinians yet in Gaza, but they are estimated to be in thousands. According to the Palestinian Central Bureau of Statistics, as of July 2025, more than 11,000 Palestinians are missing, including 4,700 women and children.

… Enforced disappearance is not only a human rights violation but also an international crime, and can form part of genocidal acts. Although Israel is a signatory to the International Convention for the Protection of All Persons from Enforced Disappearance, the absolute prohibition on enforced disappearance, as provided in Article 1 of the Convention, is part of customary international law and therefore binding on Israel. Under no circumstances can Israel justify its enforced disappearance policy.

Article 7(1)(i) of the Rome Statute classifies enforced disappearance of persons as a crime against humanity when committed as part of a widespread or systematic attack directed against any civilian population. Moreover, enforced disappearances can amount to genocide when targeting members of a protected group and carried out with the specific intent to destroy that group.
