- While eradicating Hamas’s military and governmental capabilities is one of the objectives of the war, it has not yet been fully achieved. Hamas continues to perform governmental functions, particularly by means and under the supervision of several Hamas government ministries, which continue to operate partially, including the Ministry of Health, the Ministry of Economy, the Ministry of Welfare, the Ministry of the Interior, the Ministry of Agriculture and the Government Information Office. Thus, although Israel has inflicted significant damage on the Hamas organization so far, Hamas has yet to disarm or cease fighting, and its governmental capabilities in the Gaza Strip have not yet been negated.
