Israeli attacks on Palestinian water supplies in the occupied West Bank and Gaza Strip accounted for a quarter of all water-related violence in 2023, as armed conflicts over dwindling resources surged globally, according to new research.

… In November, Israeli airstrikes partially destroyed solar panels and other infrastructure providing energy for the EU-supported Gaza Central wastewater treatment plant, which served 1 million people. In another attack, the Israeli military began pumping seawater into Hamas’s tunnel complex in an effort to destroy the clandestine transport and communications system, an action that risked “ruining the basic conditions for life in Gaza” – an element of the crime of genocide, a senior hydrologist told the Guardian in December.

  1. Three shipments departed from Texas after the landmark international court of justice (ICJ) ruling on 26 January ordered Israel to prevent genocidal acts in Gaza. The ruling reminded states that under the genocide convention they have a “common interest to ensure the prevention, suppression and punishment of genocide”.
  2. Overall, almost 80% of the jet fuel, diesel and other refined petroleum products supplied to Israel by the US over the past nine months was shipped after the January ruling, according to the new research commissioned by the non-profit Oil Change International and shared exclusively with the Guardian.

Researchers analyzed shipping logs, satellite images and other open-source industry data to track 65 oil and fuel shipments to Israel between 21 October last year and 12 July.

It suggests a handful of countries – Azerbaijan, Kazakhstan, Gabon, Nigeria, Brazil and most recently the Republic of the Congo and Italy – have supplied 4.1m tons of crude oil to Israel, with almost half shipped since the ICJ ruling. An estimated two-thirds of crude came from investor-owned and private oil companies, according to the research, which is refined by Israel for domestic, industrial and military use.

A potential plan by Israel to flood the Hamas tunnel network with seawater risks “ruining the basic conditions for life in Gaza”, one of the elements of the crime of genocide, a senior hydrologist has told the Guardian… “It would ruin the conditions of life of everyone in Gaza,” he said. “I say the conditions of life because I think that’s one of the elements of genocide within the UN convention, the partial or complete physical destruction of the conditions necessary for life of any people.

… The UN special rapporteur for the right to water, Pedro Arrojo-Agudo, compared it to the legend of Romans’ salting of the fields of Carthage to render uninhabitable the territory of their ancient rival.
