Israeli historian Ilan Pappé describes Israel’s policy regarding Gaza as “incremental genocide.” The UN predicts that Gaza, home to 1.8 million people, may be uninhabitable by 2020.

Black activists slam Israel lobby attack on Movement for Black Lives by Rania Khalek

In a section titled “Invest/Divest,” the MBL platform accuses the US of complicity “in the genocide taking place against the Palestinian people,” refers to Israel as “an apartheid state” and calls for ending US military and financial aid to Israel, arguing that it “diverts much needed funding from domestic education and social programs” in the US.

The backlash from pro-Israel groups and media outlets was swift, with the most scathing coming from the Jewish Community Relations Council (JCRC) in Boston, a member of a national network of communal organizations that lobby for Israel, including by supporting anti-BDS laws in state legislatures around the country… “JCRC cannot and will not align ourselves with organizations that falsely and maliciously assert that Israel is committing ‘genocide,’” the group said in a statement published two days after the MBL platform’s release.

… Such dismissiveness and condescension ignores the growing chorus of scholars, including University of Exeter historian Ilan Pappe and the late Michael Ratner, long-time president of the Center for Constitutional Rights, who have argued that Israel’s conduct towards Palestinians since 1948 constitutes a systematic process of “incremental genocide” as defined by international law.

Two years ago today, Israel began a brutal military attack on Palestinians in Gaza in which more than 2,300 Palestinians were killed and 100,000 people were displaced. Israel deliberately attacked entire civilian areas in Gaza and inflicted as much human suffering as it could. The UN and human rights organisations have documented Israel’s war crimes during the massacre. Gaza has just entered its tenth year of siege, a policy described by Israeli historian Ilan Pappe as “incremental genocide.” The siege has almost entirely prevented meaningful reconstruction since the 2014 attack.

What is Happening in Palestine is Genocide

On the basis of this officially-accepted definition of genocide there is no doubt that the horrors inflicted on the Palestinian people qualify as genocide. So there is no reason why socialists should hold back from using the term genocide to describe what is happening to the Palestinians. Left-wing Jews such as Ilan Pappé and prominent supporters of the Palestinians such as John Pilger have been increasingly outspoken on the issue. All around the world Palestinians and their supporters raised the slogan “stop the genocide in Gaza”. To oppose them doing this on the basis of a quibble over the precise meaning of a word that is bandied about all the time to refer to other atrocities would simply serve to down play the atrocities the Palestinian people face.

It needs to be emphasised that there is no reason that genocides have to fit the pattern of the Holocaust, Rwanda or the Irish famine, where a tremendous slaughter took place in a concentrated time frame. In contrast the Armenian genocide extended over decades. In North America and Australia the genocide lasted hundreds of years. At times there were massacres, but in Australia they were usually in the tens, not in the tens of thousands. At times the US and Australian authorities retreated from genocidal policies and reached agreements with the Indigenous peoples, but over the long haul it was genocide. It flowed from the logic of a colonial settler state.

The Historical Perspective of the 2014 Gaza Massacre by Illan Pappé

Typical hallmarks of the previous stages in this incremental genocide reappear in this wave as well. As in the first operation against Gaza, ‘First Rains’ in 2006, and those which followed in 2009, ‘Cast Lead’, and 2012, ‘Pillar of Smoke’, one can witness again consensual Israeli Jewish support for the massacre of civilians in the Gaza Strip, without one significant voice of dissent. The Academia, as always, becomes part of the machinery. Various universities offered the state its student bodies to help and battle for the Israeli narrative in the cyberspace and alternative media.

The Israeli media, as well, toed loyally the government’s line, showing no pictures of the human catastrophe Israel has wreaked and informing its public that this time, ‘the world understands us and is behind us’. That statement is valid to a point as the political elites in the West continue to provide the old immunity to the Jewish state. The recent appeal by Western governments to the prosecutor in the international court of Justice in The Hague not to look into Israel’s crimes in Gaza is a case in point. Wide sections of the Western media followed suit and justified by and large Israel’s actions.

Is Israel Committing a Genocide against the Palestinians of Gaza? by Luke Peterson

Ordinarily the Israeli campaign against the Palestinians is creeping and deliberate, involving processes of detention, and restriction: the abject denial of basic human rights and dignities that is integral to political and military occupation. It is “incremental genocide” (to borrow a phrase from the scholar Ilan Pappe)…

The Israeli leadership behaves with utter impunity. Netanyahu’s government is able to push international opinion to the brink of condemnation and censure (Latin America has been the moral conscience of the globe over the course of the last two weeks). But the Israeli government then settles back into its normal pattern of “incremental genocide.”

Only a massive swell of negative global opinion, widespread protest, institutionalized boycott, broad divestment, and/or huge public condemnation can stem the tide of unchecked Israeli aggression.

The Israelis were happy with the PA controlling the Gaza strip. So this was a kind of an open prison, if you want. But still a prison. But in 2005, the inmates- if one can call it this way, using the same metaphors of the prison- had enough, and rebelled against this strangulation and ghettoisation by starting a resistance movement. And the Israelis turned the open air prison into a maximum security prison, which they bombed from the outside, whenever they feel like, or whenever the rebellion is too much for them. And because the can’t divide the Gaza strip into areas A, B, and C, as they do in the West Bank, they can’t hope that the Palestinians would move to Egypt as they hoped that they would move from the West Bank to Jordan. And they know, I’m sure they know, they are fully conscience that if they don’t allow these people to be united with the rest of Palestine, if they do not check out, expel all these people, they leave them at their mercy in this huge prison which is called “the Gaza Strip”. And once this prison rebels, they are the strongest army in the area, if not in the world, they use the weapons that were made- originally- for fighting brigades of tanks and hundreds of thousands of soldiers. They use it on an urban space [equivalent to] a small city in America. So this is how it becomes genocidal.
