Health Activist Groups: Defunding UNRWA in Gaza is an Act of Depravity and Enables a Genocide by Health Justice Initiative

  • As organisations that have historically worked on issues of health justice and access to medicines for millions of people around the world, for decades, focusing on HIV/AIDS, TB, cancer, and COVID, we share the urgent concern and outrage of aid organizations (NGOs) that the sudden decision by global north donor countries, including Canada, Australia, UK, Germany, Italy, the Netherlands, Switzerland, Finland, Estonia, Japan, Austria, and Romania, to suspend funding for the United Nations Relief and Works Agency (UNRWA) ‘’comes amid a rapidly worsening humanitarian catastrophe in Gaza’’.
  • UNRWA is the main aid provider for millions of Palestinians in Gaza and the region. This decision represents an act of collective punishment targeting Palestinian civilians and will certainly lead to even more death and suffering.
  • The defunding decision represents a new level of depravity in the approach of several global north countries in the face of evidence of repeated war crimes, and worse, comes just days after the International Court of Justice (ICJ) ruled on 26 January 2024 that it is plausible to claim that Israel is committing genocide in Gaza (among others). That interim ruling should have caused member states to assess and remedy their potential complicity in genocide. Instead, by defunding UNRWA, these countries have exacerbated their complicity.

  • In Gaza, during escalations in Israeli aggression and clearly illustrated in the current crisis, most palliative care needs are the direct consequence of life-threatening injuries sustained after Israeli military violence, coupled with the intentional decimation of the health-care system and the blatant denial of life-sustaining assistance. The decision to provide palliative care for many Palestinians is rarely—if ever—biomedically determined at the limits of comprehensive health-care provision. Rather, the threshold for palliative care is dynamic and politically determined by the Israeli state’s impunity to its international legal obligations as related to the right to health as an occupying power.
  • … We must expose and remediate these root causes of suffering by advocating for an immediate end to the genocidal violence perpetrated against the Palestinian people. Such acknowledgment and action is the necessary response from a profession whose role is to promote dignity, care, and compassion in death and dying.

The depoliticization of healthcare as a site of neutrality showcases the continuous refusal to acknowledge health disparities that are caused by structural harms. The structures of colonialism, militarization, and capitalism perpetuate an erasure of an entire ethnicity in which this case are the Palestinians in the face of Israeli aggression. A statement that isn’t a hyperbole, or a belittlement but a well-documented fact by multiple international human rights organizations. Can Tampa General Hospital advocate for the advancement of health in its community, while it invests in the genocide and displacement of besieged Palestinians?

These forms of violence signify two related yet disparate relationships between healthcare and the strategy of settler colonization. On one hand, colonial powers require well-staffed hospitals and advanced medical care to ensure the continued presence of healthy, able-bodied settlers and the soldiers who defend them. On the other, settler-colonizers actively decimate local healthcare delivery systems that serve Palestinians, in Palestine and elsewhere, a strategy for advancing genocide.
