Geneva – The Board of Peace’s announcement of its intention to end the role of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in the Gaza Strip is extremely concerning. It signifies a highly serious and unlawful overreach of the UN General Assembly’s mandate, which established UNRWA in 1949, and an effort to weaken the Agency’s international role in representing the ongoing responsibility towards Palestinian refugees. This move could lead to its elimination under the guise of reconstruction and stability efforts.

The Board of Peace announced on its official X account that “UNRWA has no place in the new Gaza” and that they are “turning the page on the complex of perpetual aid dependency and conflict.” This statement overlooks the reality that Gaza residents’ reliance on aid is not a dependency culture but a consequence of occupation, siege, starvation, and widespread destruction of their means of survival.

… Led by US President Donald Trump, the proposed Board of Peace lacks the legal and moral authority to alter the international approach on Palestinian refugees. This is especially true given its involvement in supporting Israel’s ongoing genocide in Gaza.

Establishing Israeli military sites near Yellow Line entrenches de facto annexation, threatens civilians in Gaza by Euromed Human Rights Monitor

The Euro-Med Monitor field team confirmed the establishment of at least 20 military sites of varying size in eastern Gaza, reflecting an accelerated effort to impose facts on the ground and consolidate long-term control over large parts of the Gaza Strip in preparation for annexation. This directly contradicts the requirements of the second phase of the ceasefire agreement, which was meant to lead to an Israeli withdrawal rather than an expanded deployment and a more fortified military presence.

These newly established Israeli military sites were built on the ruins of Palestinian homes, farmland, and other property, after comprehensive and systematic campaigns of destruction, bulldozing, and land levelling by the Israeli army. The operations affected entire towns and neighbourhoods and radically altered their geography, aiming to erase their Palestinian character and convert them into barracks and military zones that entrench Israel’s unlawful presence and control over the land.

… These acts also involve conduct explicitly prohibited under international humanitarian law, including the forcible transfer or deportation of protected persons from occupied territory. Such acts constitute war crimes and may amount to crimes against humanity when committed as part of a widespread or systematic attack against the civilian population and may also fall under the Genocide Convention when accompanied by specific intent to destroy.

As Israel plans to remove the rubble of Rafah, international intervention, specialised teams urgently needed to recover victims’ bodies by Euromed Human Rights Monitor

The circulating plans to reshape the area under the name of the “Green City” in Rafah will be used to entrench the isolation of the population and forcibly concentrate them into military-controlled ghettos, thereby perpetuating their displacement from their original homes and imposing deadly living conditions that undermine the basic foundations of their survival.

Over recent days, Euro-Med Monitor’s team has documented the evacuation by the Israeli occupation army, alongside contractors operating under its authority, of the entire area under full Israeli control in Rafah, and the commencement of rubble removal and land levelling. The army confirmed in recent hours that no less than 70 per cent of rubble removal operations in the city have been completed.

Bulldozing and land levelling operations in Rafah are being carried out despite confirmed indications that hundreds of bodies remain beneath the rubble of destroyed buildings and in streets and agricultural fields, posing a serious risk of damaging human remains and erasing their locations before recovery and identification can take place.

The so-called “Green City” constitutes a complementary mechanism to the ongoing path of genocide, as it transforms widespread destruction and population displacement into a permanent reality by erasing Rafah, preventing residents from returning to their homes, lands, and livelihoods, and then forcing them into a security-managed isolation zone governed by gates, permits, and surveillance under military control. This enables the imposition of foreseeable and systematic restrictions on food, water, medicine, fuel, healthcare services, movement, and work, and perpetuates forced dependence on aid controlled by the occupying power. As such, the proposed “city” is not a humanitarian plan but a living environment that produces gradual destruction, accelerates health and social collapse, and exacerbates hunger, disease, and death, amounting to the deliberate imposition of life-threatening conditions calculated to bring about the physical destruction of the group, in whole or in part.

Israeli army burial of Palestinian bodies in unmarked graves warrants criminal investigation by Euromed Human Rights Monitor

Palestinian Territory – During over two years of ongoing genocide in Gaza, the Israeli army has pursued a systematic policy of burying Palestinian bodies in unmarked graves, including near aid distribution centres in central and southern Gaza, under conditions that obstruct identification, conceal burial sites, and prevent families from learning the fate of their loved ones.

… Euro-Med Monitor verified the testimony of a contractor who worked with a humanitarian organisation in Gaza by reviewing available data and cross-checking it with independent sources. The witness stated that he saw Israeli forces fire on Palestinian civilians seeking humanitarian aid, killing several of them, after which he was instructed to clear the area, including bulldozing bodies and human remains.

The contractor stated, “The worst thing I have ever experienced, after the shooting of civilians who were trying to get aid, was the order to clean up the area. There were body parts. The shooting was very intense, body parts everywhere, and the smell was awful.”

“I complained to the Israeli army officer, but he replied, ‘That’s none of your business.’ I had to load body parts onto the back of the truck to dump them,” he added. “When I was ordered to carry out the task, I was not warned about the true situation. I find it difficult to talk about it. I feel my heart pounding and like I am going to collapse.”

Execution of two unarmed Palestinians in Jenin exposes escalating pattern of Israeli extrajudicial killings by Euromed Human Rights Monitor

Palestinian Territory – The Israeli army’s extrajudicial killing of two unarmed Palestinians in Jenin in the occupied West Bank, who posed no threat, is part of a continuing pattern of deliberate extrajudicial killings across the occupied Palestinian Territory. This crime constitutes a grave violation of international humanitarian law and international human rights law and amounts to war crimes, warranting international criminal prosecution.

Israeli forces have killed dozens of Palestinians in the West Bank over the past two years through extrajudicial killings carried out after the victims were captured or arrested. Meanwhile, data from Euro-Med Monitor in the Gaza Strip indicate that about 9 per cent of all victims during the two years of genocide were deliberately killed by Israeli forces after being captured or detained.

Palestinian Territory – The international community and complicit governments bear responsibility for the ongoing horrific crimes against starving civilians at aid distribution points operated by the Israeli-American Gaza Humanitarian Foundation in central and southern Gaza Strip.

The organisation’s operations must be halted immediately, and an independent international investigation must be launched to ensure its officials are prosecuted before international and national courts for their involvement in systematic mass killings at distribution sites. These sites are run by a criminal entity forcibly imposed by the Israeli military as a replacement for the UN mechanism that had operated in the Strip for nearly a year and a half.

International and national judicial bodies must move to hold US President Donald Trump criminally accountable for his complicity in the genocide in the Gaza Strip. This includes his adoption and direct support of the Israeli aid distribution mechanism, imposed by force and transformed into arenas of mass slaughter against starving civilians, as well as his administration’s full-scale provision of military, financial, political, and diplomatic backing that enabled Israel to commit and expand the crime for over 21 months.

Palestinian Territory – Israeli occupation authorities bear full responsibility for the worsening humanitarian disaster in the Gaza Strip, having deliberately engineered and implemented a systematic starvation policy over nearly 600 days of genocide. For 88 consecutive days, all border crossings were completely shut, blocking any essential aid from entering the Strip. Today, civilians were pushed into scenes of degrading chaos at Israeli-controlled aid distribution points—revealing the US-Israeli “humanitarian assistance” mechanism as a tool of humiliation, subjugation, and destruction.

… Israeli authorities deliberately obstructed the work of experienced international humanitarian organisations, and instead delegated aid distribution to the so-called “Gaza Humanitarian Foundation,” a US-based entity established in February 2025 with direct support from Israel and the US. It is operated by private US security firms—an arrangement rejected by the United Nations and international relief organisations as it undermines humanitarian principles and turns aid into a political and military tool, exposing civilians to forced displacement and invasive surveillance.

Israel escalates genocide in Gaza following release of American-Israeli soldier Edan Alexander by Euromed Human Rights Monitor

Palestinian Territory – Since the release of American-Israeli soldier Edan Alexander on 12 May, Israeli forces have intensified their genocidal campaign in Gaza, killing an average of 81 Palestinians per day through direct bombardment, and a further 17 per day due to starvation and the denial of access to medical care and essential means of survival.

… Field documentation reveals that between 12 and 18 May, 564 Palestinians were killed by direct strikes, while 122 others died from deliberate starvation and lack of medical treatment. Additionally, 1,386 civilians were injured during this period, averaging approximately 233 injuries per day.
