Who Rebuilds Gaza? Indigenous Reconstruction and Resistance by Nour Joudah, Dena Qaddumi

[T]his roundtable asks what it means to understand Gaza as an Indigenous region rather than simply a besieged strip or humanitarian space. Nour Joudah and Dena Qaddumi explore how Indigenous frameworks reshape prevailing understandings of urbanism, reconstruction, and governance; why reconstruction must begin with Palestinian agency and reclamation rather than externally designed colonial master plans; and how rebuilding is already taking place through everyday forms of Indigenous endurance, social organization, and spatial resistance under conditions of ongoing genocide.

The Families of Gaza: Sumud as Collective Endurance by Abdalrahman Kittana

Since October 2023, Israel’s genocide has fueled two persistent and deeply polarizing narratives about Gaza, organized around a stark binary and circulated across Palestinian communities and globally. On one side, Gaza is positioned as unconquered: a place that did not surrender, whose population endured unprecedented violence without capitulation, and where the Israeli regime’s declared war objectives were not formally achieved. On the other, Gaza is described as a space of near-total destruction: vast areas depopulated and designated as red zones, entire cities reduced to rubble, tens of thousands killed or disabled, and social life pushed to the brink of annihilation.1

This binary circulates relentlessly in everyday conversation, on social media, in political commentary, and within families themselves. It is neither false nor superficial; both narratives capture real and simultaneous dimensions of Gaza’s reality.

Israel’s Yellow Line in Gaza: Annexation without Legal Burden by Ahmad Ibsais

Since the October 2025 “ceasefire” began, the Israeli regime has moved the Yellow Line deeper into Gaza—approximately 300 meters west in al-Shujaiya and another 500 meters into residential neighborhoods in eastern Gaza City. Day by day, it advances, burying evidence of genocide against people and land while the destruction continues.

Insulation Not Isolation: Israel’s Super-Sparta War Economy by Ahmed Alqarout

Sanctions pressure has increased as global mobilization intensified in response to the Gaza genocide. For example, Spain, Turkey, Germany, and Italy have all introduced varying forms of trade and arms restrictions, signaling rising reputational and regulatory risk for Israel. Yet enforcement remains uneven and fragmented, weakened by loopholes, exemptions, and policy reversals. Exploiting these enforcement gaps, the Israeli regime has pursued sanction insulation rather than isolation, even as it continues to champion self-reliance.

As documented by UN Special Rapporteur Francesca Albanese in her 2025 report, the Israeli state has transitioned from an “economy of occupation” to an “economy of genocide,” sustained by dense networks of global and national corporate actors. The report identifies more than 45 corporations as central to this political economy, including weapons manufacturers, technology firms, construction companies, extractive industries, financial institutions, and universities. This corporate infrastructure embeds the Israeli war economy within transnational circuits of finance, production, and technological development, diffusing vulnerability and risk across global networks rather than concentrating them within a single sanctionable channel.

Israel’s defense sector also remains deeply embedded in global production networks. Major firms such as Elbit Systems and Israel Aerospace Industries rely heavily on exports, joint ventures, and co-development with foreign partners. Expanding joint production ecosystems—spanning missile defense, cyber systems, and artificial intelligence—deepens the integration of Israeli firms within transnational defense markets, complicating the feasibility and enforcement of embargo regimes. Co-production arrangements, such as the RTX–Rafael Tamir interceptor line in Arkansas, illustrate how Israel manages offshore manufacturing dependencies through strategic integration.

The Future of the West Bank: Settler Takeover and Annexation by Fathi Nimer

Since the beginning of Israel’s genocidal war on Gaza in October 2023, land seizure in the West Bank has shifted from creeping settler encroachment to a vicious military-backed campaign of territorial theft. This commentary shows how the Israeli regime’s land appropriation policy in the West Bank, once justified through bureaucratic-legal land seizure orders, has now increasingly shifted toward direct settler takeovers. This shift does not indicate a change in objectives but rather an escalation of existing settlement expansion mechanisms, signaling the growing power and influence of the settler movement over Israeli policy.

The NCAG: Gaza’s Technocratic Turn to Genocide Management by Yara Hawari

The announcement of the National Committee for the Administration of Gaza (NCAG), a 15-member technocratic body chaired by Ali Shaath, signals a shift toward depoliticized governance in Gaza amid ongoing genocide. Shaath, a Palestinian civil engineer and former deputy minister of planning and international cooperation, is positioned to lead an interim governing structure tasked with managing reconstruction and service provision under external oversight. While presented as a neutral technocratic governing structure, the NCAG is more likely to function as a managerial apparatus that stabilizes conditions that enable genocide rather than challenging them.

De-Healthification: Israel’s Engineered Collapse of Palestinian Life by Layth Malhis

This policy brief introduces de-healthification as a framework for understanding Israel’s systematic destruction of Palestinian healthcare infrastructure, particularly in Gaza. Rather than viewing the collapse of Gaza’s health system as a secondary outcome of the genocide, the brief argues that it is the product of long-standing policies of blockade, occupation, and structural neglect intended to render Palestinian life unhealable and perishable.

Trump’s UNSC Resolution 2803: Repackaged Colonial Rule by Yara Hawari

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

Ultimately, the UNSC resolution repackages colonial control over the Palestinian people in Gaza, who have faced more than two years of genocide at the hands of the Israeli regime. Rather than seize this moment to pursue justice and accountability and set a precedent for humanity, the UN—through its Security Council—has once again chosen to contravene its own norms and principles in the face of US pressure and near-total global deference to  Trump. Indeed, it rewards the US, a co-perpetrator of genocide, with control over Gaza and its potentially lucrative reconstruction process, while simultaneously relieving the Israeli regime of all of its responsibilities as an illegally occupying force.

AI for War: Big Tech Empowering Israel’s Crimes and Occupation by Marwa Fatafta

Alarmingly, these AI-driven systems internalize the genocidal logic of their operators. They are trained to treat civilians as “terrorists,” building on the genocidal logic of Israeli officials who declared that “there are no innocent civilians in Gaza.” As part of efforts to automate lethal targeting, military commanders reportedly instructed soldiers to identify and feed as many targets as possible into the system. This effectively lowers the threshold for designating individuals as “Hamas militants,” casting a wide net of algorithmically flagged subjects. Despite its high error rate, the only criterion Israeli soldiers applied to Lavender’s kill list was the target’s gender, effectively rendering all Palestinian males—children and adults alike—legitimate targets. In practice, AI technology has enabled the Israeli regime’s genocidal logic to be executed with ruthless, machine-driven efficiency, reducing Palestinians, their families, and their homes to what the military chillingly refers to as “garbage targets.

Food Sovereignty in a Palestinian Economy of Resistance by Fathi Nimer

PLEASE TAKE ACTION RIGHT NOW AND SEND YOUR LETTER TO THE UN OFFICE OF THE SPECIAL ADVISER ON THE PREVENTION OF GENOCIDE AND THE INTERNATIONAL CRIMINAL COURT PROSECUTOR.

  1.  In Gaza, the Israeli regime has historically dictated everything that may enter the besieged strip. Using herbicidal warfare, Israel likewise determines how much food Palestinians in Gaza are allowed to produce by making large swaths of agricultural land unusable. Even more dire, the genocide unfolding since October 7th, 2023, shows that the Israeli regime has been actively using thirst and mass starvation as a weapon of war against Palestinians. These actions can only be understood as an attack on the infrastructure of Palestinian life itself.

… Until October 2023, Gaza was heavily dominated by urban sprawl, with few accessible rural areas available for agriculture. Gaza’s ability to produce 44% of its food in a mostly urban setting was remarkable, as urban environments rarely meet their food or water needs without a large rural countryside, even under normal circumstances. Without the ingenuity of Palestinians in Gaza, such as extracting gas and fertilizer from waste streams and utilizing their rooftops for growing crops, food insecurity within the territory would have been much worse.

Nonetheless, the limits of advocating for a food sovereignty approach while genocide and open warfare continue must be acknowledged. For instance, regenerative agricultural practices that aim to rehabilitate soils and create increased fertility are not able to take root, as Israeli forces routinely bombard the precious few agricultural zones in Gaza. By June 2024, the Israeli genocide had already destroyed 75% of agricultural zones in Gaza. While the destruction of trees and orchards also occurs in the West Bank, the scale of the genocide in Gaza and the wanton destruction has reached unparalleled levels.
